Holly Woodruff LyonsHOLLY E. WOODRUFF LYONS is the Deputy General Counsel with the House Committee on Transportation & Infrastructure. Prior to this, she was Republican Staff Director and Senior Counsel of the House Aviation Subcommittee. She joined the subcommittee as counsel in May 2002. Ms. Woodruff Lyons was also an attorney in the Federal Aviation Administration Office of the Chief Counsel, Airports and Environmental Law Division. During her tenure with the FAA, she provided advice and counsel to FAA Headquarters and regional offices including, Air Traffic, Flight Standards, Airports, Environment and Energy, and Commercial Space. She worked on numerous rulemaking, environmental review, and litigation projects.

Prior to joining the FAA Chief Counsel’s Office, Ms. Woodruff Lyons worked in private legal practice in Denver, Colorado, Washington, DC, and Beaufort, South Carolina, as well as in higher education administration at George Mason University and the University of California, San Diego.

She graduated from Colgate University, Hamilton, NY, with a Bachelor of Arts in political science and a minor in history. She received her JD from the University of San Diego School of Law. She is a member of the Colorado Bar and the Bar of the U.S. District Court, District of Colorado.
