Political Futures Tied to Cash - American Civics Exchange
Decisions being made in Washington are increasingly consequential for the future of private industry. Two Internet entrepreneurs sense an opportunity in giving businesses and individuals a chance to hedge their financial risk when it comes to changes in public policy.The American Civics Exchange is the country’s first commercial market for political futures. The Web-based market allows individuals to trade contracts that are priced based on the expected financial impact of certain policy decisions. Current contracts available for trading include those based on an increase in the capital gains or dividend income tax rate, enactment of a “card check” labor organizing bill and enactment of “cap and trade” climate legislation.
The market’s initial version allows only “play money” trades. Trading for cash will begin shortly.

The Budget Reconciliation Process
Reconciliation legislation is used by Congress to bring existing revenue and spending law into conformity with the policies in a budget resolution. Reconciliation is an optional process, but since 1980, Congress has used reconciliation legislation to implement many of its most significant budget policies.
The reconciliation process has two stages--the adoption of reconciliation directives in the budget resolution and the enactment of reconciliation legislation that implements changes in revenue or spending laws.
Reconciliation is used to change the amount of revenues, budget authority, or outlays generated by existing law. In a few instances, reconciliation has been used to adjust the public debt limit. On the spending side, the process focuses on entitlement laws, but it may not be used to impel changes in Social Security law.

Lawmakers Slow to Comply With New Filing Requirement
Scores of lawmakers missed a deadline to start disclosing their ties to political action committees as required by law. The law requires that any fund-raising committee must file as a leadership PAC “if the committee is directly or indirectly established, financed, maintained or controlled by a federal candidate or officeholder.” It was designed to allow the public for the first time to see all contributions received by lawmakers from lobbyists and general donors-- no matter which entity cashed the check.Leadership PACs are generally used to support the campaigns of House and Senate colleagues--and thus win friends who might back pet projects--and finance party-building efforts.
The new disclosures were due at the Federal Election Commission by March 29. The deadline was set by the FEC as it implemented a larger campaign finance overhaul law passed in September 2007 (PL 110-81). While more than 230 lawmakers met the deadline, a significant number with known connections to leadership PACs did not.
The 92 PACS known to be controlled by members who have not filed or filed late raised more than $15 million during the 2008 cycle, according to an analysis by CQ MoneyLine.

Last night, former Reagan-era S&L regulator and current University of Missouri Professor Bill Black was on Bill Moyers' Journal and detailed the magnitude of what he called the on-going massive fraud, the role Tim Geithner played in it before being promoted to Treasury Secretary (where he continues to abet it), and -- most amazingly of all -- the crusade led by Alan Greenspan, former Goldman CEO Robert Rubin (Geithner's mentor) and Larry Summers in the late 1990s to block the efforts of top regulators (especially Brooksley Born, head of the Commodities Futures Trading Commission) to regulate the exact financial derivatives market that became the principal cause of the global financial crisis. To get a sense for how deep and massive is the on-going fraud and the key role played in it by key Obama officials, I highly recommend watching that Black interview (it can be seen here and the transcript is here).

Just think about how this works. People like Rubin, Summers and Gensler shuffle back and forth from the public to the private sector and back again, repeatedly switching places with their GOP counterparts in this endless public/private sector looting. When in government, they ensure that the laws and regulations are written to redound directly to the benefit of a handful of Wall St. firms, literally abolishing all safeguards and allowing them to pillage and steal. Then, when out of government, they return to those very firms and collect millions upon millions of dollars, profits made possible by the laws and regulations they implemented when in government. Then, when their party returns to power, they return back to government, where they continue to use their influence to ensure that the oligarchical circle that rewards them so massively is protected and advanced. This corruption is so tawdry and transparent -- and it has fueled and continues to fuel a fraud so enormous and destructive as to be unprecedented in both size and audacity -- that it is mystifying that it is not provoking more mass public rage.- Traffic: Deal With It.
